Microchipping them is fraught with problems. Unless it is done correctly and is done at a rate of 100%. First we need buy in (bribe a couple of guys) from the Mexican Government. This will allow all children and newborns to be "vaccinated" and chipped at the same time.
The next big flu scare will be another great opportunity. Also boarder guards, immigration, airport security can all be trained to implant chips into anyone appearing to be a wetback, latino, hispanic et cetera. The way to get these people trained quickly is to buy air pistols and rifles that can shoot and imbed a chip. I under the chinks already have this technology available.
